France’s 2025 budget bill: four measures for companies

The French budget bill for 2025 was tabled in the National Assembly on 27 September 2024. Four measures bear directly on companies. Here is how they stood when the bill was tabled.

An exceptional contribution on corporate income tax

Companies with turnover above one billion euros would pay an exceptional contribution assessed on their corporate income tax. The contribution would not be deductible and would apply from the financial year ending 31 December 2024, with reduced rates for the following year.

Rate of the exceptional contribution, by turnover
Turnover Rate
1 to 3 billion euros 20.6 per cent
above 3 billion euros 41.2 per cent

Eight per cent on share buy-backs

The same one-billion threshold applies. A capital reduction following a share buy-back would be taxed at 8 per cent. The measure has applied since 10 October 2024 and is not deductible from profit.

What hits small and medium-sized businesses

The apprenticeship grant would fall from 6,000 to 4,500 euros per apprentice. Relief on social security contributions would be scaled back, which would raise the cost of sick leave.

Abolition of the CVAE pushed back to 2028

Abolition of the business value-added levy (“cotisation sur la valeur ajoutée des entreprises”, CVAE) had been set for 2024. The bill defers it to 2028, with the phase-out running to 2030.

For a French subsidiary run from abroad, that is the most tangible of the four. The first two aim at thresholds few businesses reach; the CVAE appears in the accounts every year. See tax advisory

A bill is not an act. The text as passed may depart from the version tabled, and the figures quoted are those of 27 September 2024.

An article sets out the rule. Whether and how it applies to your French company is a question for a conversation — in French, German or English.
